I have a 3 year old pug that i got from a shelter i take her food away at 6 how do i get her to eat?

get her to eat in the morning then on a routine to pooh and pee outside my sister saids i should take her food away at 6 everying evening do not feed her no more until morning but she does eat in the morning she rather sleep i take her out and stand with her for 30 Min's or so where i want her to go pee and pooh and she does nothing i take her out every 30 Min's but nothing the only time she will do it its when i take her for a walk help me how can i train her i do not have the money for a trainer to come out i do not crate her cause she will just whine and bark to come out its like she has to be with me all the time i am at my wits end
