Can I JUST pay for unlimited texting on a phone like the EnV2?

Right now I have a verizon phone Pay-as-you-go verizon blitz. my brother wants to give me his Env2 and im not sure if that HAS to be on a plan or if i can just pay 20 dollars a month for unlimited texting like I do with my current phone.
