Where's the best place to stay, on the beach, in Laguna or Huntington Beach, or surrounding area?

I'm looking for a nice hotel or hotel and spa, on the beach, with beach view balconies and a nice pool area in the Laguna/Huntington/Long Beach area that is not too expensive (not $500 a night). I've seen a few, but I don't know which are really nice.
