So what does being banned from USA Swimming mean?

Michael Phelps has been banned for 3 months from USA Swimming. It would mean something if there was a meet or something, but there isn't. So Phelps will just find another pool to swim in. It isn't like Swimming is a team sport where practicing with others helps, he will just swim for 10 hours somewhere else.
