If I was to clean up my act and repent is there still a chance I could come back to Jehovah's people ?

I am of the belief that when one is removed from the congregation they can return on the basis of sincere repentance and an ernest desire to change their ways and refurbish their behaviour before Jehovah and the local body of Elders. Does this policy still operate or has it since changed ?
