Howcome their are certain languages that the show sailor moon is not dubbed in?

i was wondering around the site youtube.ive sawn tons of Anime series dubbed in Finnish,Norwegian,Danish,Icelandic,Arabi… and Hindi but sadly sailor moon wasn't one of those Anime's.howcome their are certain languages that sailor moon is not dubbed in at all and why didn't those countries dubb sailor moon.
