Is it ok to feed 4 mth baby 8 oz. then feed her another 3-5 oz 1 hour cuz of crying. she was 14 lbs at 3 mnt?

she crys i think she uses the bottle to pacify her because she always falls asleep, i pointed this out to her mom but she dismissed as her being hungry. she has an abnormal amount of leg and neck fat...she is very inactive.no tummy time.no activities that would require her to be active.her family tells her she is overfeeding but she says you cant overfeed a baby. i am concerned. she is obese and i think she is setting an unfair pattern
